The Whitehouse Task Force on Childhood Obesity gave a report to the President on how to solve the childhood obesity problem within a generation. The above graph (click graph to enlarge) shows what they hope to do by 2030.
You can read the report to the President (120 pages) to see how they plan to do it.
Bottom Line: It starts early. Teach kids healthy habits by example.
